Officials have explicitly linked the move to existing U.S. restrictions on Nigerien officials, presenting the decision as an assertion of parity rather than retaliation. In Mali and Burkina Faso, the signal is quieter but still consequential. Longer processing times, additional documentation, and more detailed questioning indicate a tightening of access and a cooling of trust.
